Impact of the latest Crown Commercial Services framework on public sector mobile spend
Comparing the UK Public Sector Mobile Phone Spend 2024 against our 2021 analysis has highlighted that sector-wide costs are down by about 30% over the last renewal cycle, but the gap between the best and worst performing trusts and councils has doubled.
Our 2024 FOI survey is based on 458 responses as of 31 December 2024. Considering that our 2021 FOI survey took place before the introduction of the highly anticipated but also much delayed Crown Commercial Services mobile framework RM6261, we were able to identify the positive impact of the framework while also spotting some if its weaknesses.
Overall, costs are down, with each decile showing a meaningful cost reduction as highlighted in the following chart.
Clearly, not every organisation completed a renewal during our review period but more than 2/3 of organisations that provided a response did so using a Crown Commercial Services mobile framework, with over 40% specifically referring to RM6261
We did identify a number of interesting facts as part of our FOI survey:

- Average costs have declined by about 30% compared to our 2021 research
- However, the gap between the lowest spending decile and the highest spending decile has doubled from 7x to 14x
- Cost savings are often not maximised, even on renewal about two thirds of organisations could have saved a further 49%
- Local Authorities have significantly outperformed NHS Trusts when it comes to savings, although they did start from a higher base
While we believe that RM6261 has made it much easier for public sector organisations to achieve significant savings on their mobile phone spend, we have also seen that a fair number of organisations have not maximised their savings potential.
We have also noticed that a more flexible, creative approach will be needed by those organisations to do not fit the standard profile, be it that they have extremely high data usage, are very small or only have a few dozen devices.
